was always striving for a big deal. from the speaker's perspective, the white house at the last minute from their view moved the goal posts. they -- what it sounds like, not only comes to some agreement on a framework, but they were talking real details on some of these proposals, having to do with cuts and spending cuts and medicare and enconstitutitlemen all that. after this agreement that they have come to -- it had reached, they say the white house moved the goal posts. and in their view, speaker bane her to step back, take stock of the situation and really look at the calendar very seriously. as he said had, to do something because the white house's vision was not in line with that of congress. and that's why speaker boehner has now made this very aggressive move saying he's now just working with congress on this. >> jessica, we're running very tight on time tonight. i want to get through a lot fast. is there a sense when you look at the numbers that both sides talk about, even if you take their conflicting versions of what happened, i had the sense they were both talking about really

finally came out publicly with a bipartisan, big, tough plan, a framework for how to deal with our very real challenge with our record deficits and debt. it's my hope that the senate will consider cut, cap and be balance, defeat it and then put a responsible plan on the floor, one that shares the sacrifice across all the areas of our budget and that puts forward the kind of framework that everyone can support. bill: okay. on the cut, cap and balance, so you agree with harry reid that this is a waste of time on a balanced budget. why would a balanced budget amendment when polls show 72% of those surveyed favor it, why would you be opposed to that, senator? >> i don't speak for leader reid, obviously, but what i think the leader was suggesting was that with ten days left until we default on america's mortgage, we should be focusing on things that have a very real chance of passage in both houses and that can avoid the catastrophic consequences of defaulting on america's debt. i think leader reid and many of us in the senate are concerned that if we simply keep ping-ponging back and forth

'm alex witt. welcome to "msnbc sunday." big developments expected on the debt ceiling debate. john boehner hopes to unveil a new deal by 4:00 p.m. this afternoon. mike viqueira has more. good sunday morning, mike. >> reporter: well, good morning to you. crunch time in washington after talks in the white house blew up between republicans and president friday night. congressional leaders and staff have been scrambling to find a way out of the mounting crisis and of course, there are nine days to go before the first possible default in u.s. financial history and government history. leaders hope to announce at least later today the framework for an agreement. and they're doing that in part to soothe worldwide market jitters that many of the markets open late today eastern time around the world for monday openings and there's a great deal of concern an adverse effect. john boehner has a proposal on the table. leaders huddled last night to look at it. call for $1 trillion in cuts but dealing with major questions, the most volatile questions that we've seen, including cuts and changes to

. the personalities here. there is a collapse here. i think what is important in the big picture is it was groundhog's day over the collapse although yesterday was a very dramatic day. that is tax increases. when you heard the speaker saying that the president had moved the goal post, he was talking about an insistence on $400 billion in tax increases that he said essentially the white house put there on the table at the last minute. then you heard from president obama yesterday, a very frustrated president obama, that he did not understand why the speaker was walking away from really what the white house sees as a sweet deal considering how much it has wrinkled the rank and file. you heard the president say he felt like he had been left at the altar by speaker boehner. let's listen to both sides. >> i just got a call about a half hour ago from the speaker himself. can they say yes to anything? we have now put forward a package that would significantly cut deficits and debt. it would be the biggest debt reduction package we have seen in a long time. it is hard to understand why speaker boehner would

of the midwest. >>> those power companies are asking people to conserve where they can. >> gregg: big question when can folks expect relief from this sticky heat. meteorologist maria molina in the extreme weather center? >> depending on where you live. in you live in the upper midwest or northeast you are expected to get relief. parts in the southern plains, oh man, texas and dallas, texas and triple-digits for days to come. parts in the southeast are not expecting any relief. northern parts, a cold front is going through the region but 95 in new york city. and it feels like 101 in new york. 106 is dallas, texas. so those dangerous levels of heat and humidity. there are a number of affected heat warnings out for those areas shaded in red also across portions of the midwest. that is where we could see heat index values up to 120 degrees. take a look at them from yesterday. 124 in wilmington, delaware and many other areas are looking at extremely high heat index values. throughout the great lakes it is going to produce some severe weather. as we head into tomorrow, it will look better but still
